There was a former Medium political contributor (Chris Crawford) who had a great saying: "Things are usually more complicated than they seem."

While you, I, and Ms. Wallace are not privileged to the discussions in the back rooms, I believe the threat of massive civil unrest is affecting many political decisions, including the delay of the prosecution. The prosecution is hampered in that it must follow all the rules to build an air-tight case. It cannot afford to give any legal technicality to the other side.

And then there is the usual jurisdiction squabbles, big egos, and planted vested interests to contend with. But the threat of civil unrest is still the "trump" card in these matters.
