There was a Henry Fonda movie about how a naval officer on a supply ship wanted a transfer to a ship that was going to see some action. There is little glory working on a military supply ship. And military pay is not great.

Yet running this ship is quite a technical operation. You just can't put people off the streets into these jobs.
