There's always other angles to "blame". If we say "A" did it, then we can ask "why?" Turns out "B" had something to do with "A" being "A", so maybe "B" is the real culprit. But "B" got that because of "C"..
I can lay all my shortcomings on the Russians. My great-grandfather fought on the eastern front on WW1. He spent two years in a POW camp curtesy of the Russians. He came back a broken man, which affected my grandfather, then my father, then me. Damn those Russsians.
I would like to hold the Hapsburg monarchs responsible for they sent my great-grandfather off to fight a silly war agains the Russians. But the Hapsburgs aren't around any more. The Russians are more convenient and they seem to be suffering a major PR problems these days.
