This discussion has brought me back to 1980. Canada decided to subsidize a lot of Canadian artists. It also set favorable rules for these artists--because a lot of the established American artists found it easy to beat their Canadian competition in Canada. Musicians, authors, publishing houses, actors, theaters, etc. etc. all became civil servants of some kind.
The plan seems to have worked; Canadians are more cognizant to support Canadian talent.
But I'm not sure about the level of taxpayer support anymore. So I cannot comment wisely.
Likewise, I would not be formulate a position with a book that was written in 1988.
Anyways, from this perspective, this is all a moot point. My work is not publishable (in a break even way) in either highly subsidized market or a free market. It is not publishable in Canada or the USA. Four thousand Medium contributors have said an alternative democracy is not worthy of investigation.
