This flaw has been presented to me quite a few times. We really need to think outside-the-box.
For sure, the existing structures will not co-operate with the building of the TDG. There is ABSOLUTELY no sense in trying to lobby or engage with the current holders of power to set up the TDG for us.
We just have to build it ourselves. We have the freedom of association to do just that. You have already read my "10 hours a month" article.
In Chapter 6 of my TDG book, I get into more detail of the building.
In my 2nd TDG novel "Confessions of a Future Politician," I describe a TDG, after several years of building and learning new skills, moving out its mode of self-governance and into community politics.
Chapter 6 also shows that as the TDG gains public credibility, it will been seen as a viable alternative. There will be a natural, organic time for the current system to yield to the new system. But that time is not now.
Just don't wait for the political elite, the wealthy, the academics, even a majority of your neighbors to give approval or permission. They will never give it to you. Just start building.
