This is an anecdotal story and you may have more information than I.
I was in Czechoslovakia in 1992. One of my students told a story in his English class about a social experiment done in the 1960s.
The communists had a mandate that everyone should have a decent home. Hence the all the cheaply built apartment blocks all over the country. But the communinsts were confounded on how to settle the Gypsies.
Finally they tried an experiment. They left the ground floor of one of these blocks as one big "caravan." No separate units, no doors, no walls. THey invited an extended gypsy family to move in. and they set up their caravan as they saw fit.
According to my student, the Rom people enjoyed this arrangement and became more productive citizens. They even took it upon themselves to protect the "gorger" of the higher floors.
Nice if it were true. But it seems to make sense.
