This map is indeed an improvement over the former map. More squares than snakes!
However, the 50% who normally do not vote have a much bigger influence on the outcome than gerrymandered maps. If 10% of those people come out to vote, they could flip many seats in the other way.
As far as finding an independent commission, I say good luck on that. Even if such people are found, they will be perceived as politically biased by the side that didn’t get their way.
