This one phrase was a detriment to this otherwise good piece:

I think you need to be careful using this criterion as proof that you have the right history.

Having said that, your version is indeed plausible. Germany needed the Romanian oilfields to fuel its war machine. Romania was not in a great position geographically. It did the best it could with a bad situation.
