This seems to be a case of when the end justifies the means. As I was reading this piece, it seemed the political leaders were working against both public opinion and due democratic process to give Ukraine the help it needed.

One of the skills of effective politicians that is seldom mentioned is knowing how to push the system against itself; in other words, get away with "bad" things. It seems the Bulgarian leaders have some of those skills.
