This sounds like RCV is working well to me.

If 12,000 people chose to leave their second choice blank, that is their democratic right.

If 12,000 did not understand the instruction well enough to cast a second choice, they will learn in the next 2-3 election cycles.

Vote counting might go on a little longer than we would like, but this too will be streamlined.
