This takes me back to documentary I saw many years ago. It seems the US Government asked prominent psychologists of the 1940s to predict how Adolph Hitler would end the war. From their analysis "across the pond," and with far less evidence when we can use today, they predicted the Hitler would ruin his country before surrendering. And he would kill himself.
It seems logical to me that there must several branches in government analyzing domestic and foreign leaders, so as to how to handle them in various negotiations. For example, Mr Trudeau seemed to have been briefed on how to best handle Mr. Trump, for the best interests of Canada. Trudeau's statements often reflected a lot of thought on how not to antagonize Trump.
So all these analyses are probably already being done in the back rooms. They are just not public knowledge.
