Trouble is that there is someone who is offering himself as your benevolent dictator.

As a tourist, I visited a refurbished castle in Moravia. It was really done up well to represent the high class of centuries ago. Along the wall were the crests of all the aristocratic families that would assemble for their parliament that constituted their region of the "Holy Roman Empire". Just German and Polish names. Not one Czech name in a region where 80% of the people were Czech.

The aristocracy had their own kind of politics. Laws and property rights were vague, and aristocratic families had to make the right alliances to continue to hold whatever land they were holding. Societal decisions were made on those kinds of considerations rather than what was best for society.

Political parties have retained or regained a fair amount of this feudal thinking. They won't go for your suggested changes.
