Using the Cuban Revolution as an example, waiting for a revolution is not a great idea. While average Cubans were better off under Castro than Batista, they had to keep their heads low. Great progress in some areas of society, not-so-great in other areas.
After a revolution, the victorious party gets to make all the rules. And the rules are set up for the victorious party to reign for a long time.

The senior political scientists are jockeying for position for when the next political upset occurs. They will fly to the capital city and expound their theories. They will have influence on the new system---which will look like western democracy. Not real progress.

My understanding of Mexico was that it was a one-party state for many years even though it had a western democratic façade. Now PRI has viable competition for power. I'm not sure why that changed.
