It seems that 2% of the population is destined to rule the other 98%, regardless of time. place, religion, ethnicity, etc. The only question is who belongs in that 2%.

Ira Mather seems to have pointed out another aspect of the Orwellian Ratio. A change was made, and a different 2% took over.
