We need to move out of our "starter home" called western democracy. There's not much point in knocking a wall out of one side and building bigger room from that open side.

This system will produce decision-making bodies of four to 15 elected representatives. The TDG will find the better people, who will be working consultative attitude, not confrontation. Representatives at the higher tiers will get their experience at the lower tiers.
