We of European descent have strange ways of setting up boundaries. Too many boundaries didn't make much sense back then. Seemed to be based on "I draw the lines to show how powerful I am".
I've always thought that counties adjacent to states (or provinces) should have the option to join a neighbor. Likewise, a number of counties could decide to create their own state or province.
Your stats of Idaho are quite depressing. Why would people want to live in a society going backwards? But that is another discussion.
Hopefully eastern Washington is not thinking the same way. Maybe eastern Washington joining with eastern Oregon is a better fit.
