We used to have a TV game show in Canada called: "This is the Law." It would play a video clip of a clown-type character doing all sorts of weird things. Panelists would have to guess which obscure Canadian law the clown was breaking. Maybe this idea needs a modern American version.
You are so correct that obscure laws do not build confidence in our legal system. This TV show was a satire on our legal system.
Analysts have often called for sunset clauses to fix this problem. A drawback is that sunset clauses would require some additional legislative oversight, and that oversight would mean fewer new laws. Our legislatures are already not keeping up with our world that is moving much faster than legislatures were designed for. Hence, we tend to leave the civil service to cull the laws that are not working well any more. Understandable, but not exactly an ideal solution. The obsolete laws should written off the books--for reasons you have explained so well.
