Well said Garry. It seems that the free market could solve the problem for us. This might be a good time to put socialism aside. Just decrale some zones as "no rebuilding money available incase of a hurricane". Unfortunately, a lot of Florida will be a "live here at your own peril" status. It will take a few decades to get the relocation it needs---or the building codes sufficiently to withstand these storms. No basments anymore!
In my previous town of High River, Alberta, the provincial/municipal goverment decided not to rebuild the worst of the flood plan after the flood of 2013. About 30 acres af neighborhoods were torn down and turned in a woodland park. We will have to make more decisions like this.
Hurrican Fiona took out several houses in Port-o-Basques, Newfoundland. These houses were right on the coastline. Hopefully this area will not be rebuilt.
