If a high school basketball ended with a 75-71 score, would we claim the "75" had a decisive win? This was a coin flip election, just like in 2016.
Despite the rigidness of the Electoral College, each state has the constitutional right to set elections for its electors as it see fits. Nebraska and Maine have made their EC elections a little more democratic. There is nothing stopping the other 48 states from doing the same.
