As much as I would like to help people out, not addressing this issue means the organized crime will bring even more people over.

My experience with immigrants (I'm a first generation Canadian) is that most do not want to leave their home country. If there was peace and prosperity in their own nation, they would not move (well, a few adventuresome people would, but most would not).
