What you are describing is the nature of political parties. Less than competent people can be elected by hiding under the party banner. I have a few stories on that.
And the internal party elections are no test to find he better candidates. I have a few stories on that matter.
And many good people will not consider a career in politics because the shark infested waters. This leaves less competition for the incompetent to find power. Why would a sane person want this job?
Canada seems to have somehow solved its term and age limits. The average duration of an elected representative is about 10 years. Elections have a way of "retiring " politicians. But the job itself is very demanding; it wears on people. They get 2-3 terms in and something tells them it is time to quit politics. We have a few representatives in the 20+ years; but this is not common practice. We have no rules to force representatives out. Our 20+ year politicians are usually highly regarded.
Placing such rules will not solve that much, in my opinion. If the political parties are running the show, then most of the symptoms of the disease they carry will still be there.
I envision a few 80 year olds in the TDG. I envision a few 30+ years of service in the TDG. But there will only be a few. Their experience will be useful to the "younger" TDG representatives.
