When I understood that my family really didn't pay for my primary education and I didn't pay for me post-secondary education, that is when I really understood the importance of government. Otherwise, I might still be picking rocks in my father's farm fields.

Earmarking will give the satisfaction to some taxpayers that tax dollars are going to places where they want. Many taxpayers will not earmark. Other taxes will not be earmarked. That still gives the government a lot of room to fill in the more important holes.
