When Russia "reformed" in the 1990s, many Canadian petroleum companies went Russia to do business. The Russian petroleum industry was at 40 years behind the times. It learned from the Canadian oilmen.

When these companies tried to extract profits, the Russian courts found laws that these profits were illegal and assets were confiscated. That's how Russia got the western ways to modernize their industry.

By 2000, it became apparent Russia was not reformed. Further aid and western capital should have stopped back then.
