While "punching up" is more likely to keep masses on side, it could also create a reaction from the hierarchy. One of those reactions would be continued apathy.

In my mind, many protests are a result of a failure of government. If we had a system that truly responded to where we really need to go, there would be no need for protest in the first place.

Rather than trying to bend the will of the ambitious people who aspire for high positions, maybe we should have a system of governance where people take a bigger role-----than just voting and protesting and complaining.
