You are probably about the 4th person to mention to me that HOAs prove local governance is inept or corrupt.

THe early TDG needs to stay away from all issues of governance, including local bylaws of a homeowner's association. There is some training to make a TDG work. The TDG cannot build the right culture for itself while, at the same time, is deciding, say, to ban outside unleashed cats.

When the right culture is attained, then the TDG can have a reasoanble discussion on of few of these matters. Maybe 5 years. And there is more growth to come yet.
